2G Clean chit to Manmohan

The Joint Parliamentary Committee draft report on the 2G spectrum scam on Thursday tried to give a clean chit to Prime Minister Manmohan Singh and Finance Minister P Chidambaram. The draft report said first-come-first-served policy had backing of TRAI. The report said that Chidambaram and Manmohan Singh were not informed of the change in policy by the then telecom minister A Raja.
